NAPIPM Executive Advisory Council

NAPIPM is an affinity group of the American Public Human Services Association. NAPIPM's Executive Advisory Council (EAC) governs the association according to NAPIPM's published bylaws. The EAC elects its officers and selects its seven regional directors and five Technical Advisory Group (TAG) chairs during NAPIPM's annual conference. All EAC members serve two-year terms.

The EAC meets by a two-hour teleconference the third Tuesday of each month. EAC members share news from their regions and at the national level. The meetings are also an opportunity to both advise and seek support from APHSA on issues affecting performance in human service programs.

Regional Directors

The Regional Directors on the Executive Advisory Council play a key role in communicating issues to and from the states in their region. From the teleconferences, EAC members often learn from the Regional Directors about upcoming federal policy changes, proposed legislation and unforeseen problems encountered by other states when implementing new policies. This information, when shared with the EAC and with other states in their region, helps to strengthen understanding, assure uniform national interpretation of policy and bring about changes needed for effective administration of human service programs.

Regional Director Duties:

  • Sharing of national information on federal programs
  • Your direct contact with APHSA thru the NAPIPM EAC
  • Sharing of information important to other states in your region
  • Connecting you with other states and organizations with similar issues
  • Collecting state comments on proposed federal Medicaid, TANF, and Food Stamp regulations
  • Help you resolve your state's Medicaid, TANF, and Food Stamp issues through APHSA contacts

Technical Advisory Groups (TAGs) and Committees

Committees and Technical Advisory Groups (TAGs) are one of the most important NAPIPM functions. These groups work one-on-one with state experts and with representatives from federal agencies. They help develop positions, propose changes to federal procedures and analyze and comment on proposed federal changes. How much time does it take to be active on a TAG or Committee? That depends on the size of the issue. Typically, the work includes commenting on drafted position papers or making phone calls to colleagues in other states to share or obtain information. The EAC understands that each member's primary commitment is to their employer, and works to keep NAPIPM tasks manageable.
