Phil Basso - Vice President, Strategic Mobilization - [email protected]

Phil Basso is the VP of Strategic Mobilization for APHSA, with responsibility for our Influence, Build and Connect value proposition. This responsibility includes APHSA’s Organizational Effectiveness consulting practice, which Phil founded and has been developing since his arrival in 2003. These days Phil is facilitating movement through the Health and Human Services Value Curve stages in a variety of communities around the US. He recently collaborated with the University of Minnesota and six agency teams to create an e-learning case on Value Curve progression. Phil has presented on these efforts to many groups including the European Social Network and the National Head Start Association. He’s also developed a model for the process and stages of field transformation, and a unifying model of the capacity drivers for executive functioning, resilience and adaptive leadership.
Earlier in his career Phil worked in various HR and general management roles for Global Fortune 500 companies, including Citigroup’s investment bank and leasing divisions, the Frito Lay division of PepsiCo, and the LexisNexis division of Reed Elsevier. Phil earned his BA in Sociology from SUNY at Binghamton, his Master of Industrial and Labor Relations from Cornell University, and was a doctoral candidate in Educational Planning, Policy and Leadership at The College of William and Mary before joining APHSA.
Phil and his wife Rose live in downtown DC, along with Phil’s wine collection, library of US history and NY Giants memorabilia. Rose likes retirement, investing, children, and cats, and is otherwise patient with Phil’s interests.

Emily Campbell - Director, Organizational Effectiveness - [email protected]

Emily Campbell is the Director of Organizational Effectiveness at APHSA, providing leadership and direction to the Organizational Effectiveness Team and Affinity groups supporting adoption and use of APHSA's OE Practice as a catalyst to build more engaged and productive teams. Using an “inside out” approach, leaders at all levels of an organization or community learn to apply the Human Services Value Curve as a framework to advance or accelerate outcomes and impact in an organization or community. Emily began her career in public service at the age of 15 as a peer facilitator, which provided the foundation for learning from families about their strengths to address their underlying root cause level needs. Over 20 years of formal experience followed, in the fields of public administration, child welfare and education, including five years working in Europe alongside families involved in the justice system. Prior to joining the team at APHSA, she served as an Area Administrator for the State of Wisconsin Department of Health Services, and as the lead Organizational Effective Coordinator for a state training system. A previous Board member for the National Staff Development and Training Association, Emily is experienced in facilitating community level system change, Family Group Decision Making and family teaming. She earned her Masters of Science degree in Health and Human Services from the London School of Economics and a Bachelor of Arts Degree in Psychology and Social Work from the University of Wisconsin-Madison. She is also a licensed social worker in the State of Wisconsin and serves as a volunteer board member for the Community Action Coalition for South Central Wisconsin.

Jennifer Kerr - Consultant, Organizational Effectiveness - [email protected]

Jennifer Kerr is an Organizational Effectiveness (OE) Consultant with the American Public Human Services Association (APHSA). As an OE Consultant, Jen facilitates change management projects through the lens of the Human Services Value Curve throughout the United States. Also, Jen leads APHSA’s knowledge management and mobilization strategy through its development as a component of OE technical assistance. Jen joined APHSA with 15 years of organization effectiveness, training development, curriculum design, CQI and IT project management experience where she has worked at a county child welfare agency, university and an IT consulting firm. Jen holds a Bachelor's of Science in Business Management from West Chester University and a Masters of Education / Counseling from Widener University. 

Bryan Grove - Consultant, Organizational Effectiveness - [email protected]

Bryan Grove has been an Organizational Effectiveness Consultant with APHSA since March of 2016. During Bryan's first year with APHSA, Bryan worked primarily with Health and Human Services Value Curve translation, facilitating deep dive assessments of local systems of care seeking to move vulnerable populations upstream in integration of Health and Human Services to improve outcomes and save health costs downstream; and evaluation of the impact of the ACA on the level of integration between Medicaid and SNAP program in 6 states across the US. Prior to working for APHSA, Bryan worked at the MS Department of Human Services. In addition to his role as a program director for Early Childhood Care and Development with the childcare subsidy program, Bryan served as an organizational effectiveness facilitator for the agency division directors and for the agency leadership development program. Originally from the state of Washington, Bryan studied Sustainable Community Development from the University of Washington honors college. A portion of the degree provided a year of practical experience focusing on empowerment and community development in rural Morocco after a 2004 earthquake. Bryan moved to Jackson, MS in 2008 as a consultant to facilitate the creation of a multi-ethnic college housing and mentoring community for the John and Vera Mae Perkins Foundation for Reconciliation and Development near Jackson State University. While involved in this work, Bryan completed his Masters or Arts degree in Urban Planning at Jackson State University with an emphasis in community development and housing and sought to apply these principles of sustainable community development within positions in state and local government. Together with Bryan’s wife, Mallory, he loves to connect across cultures, helping others build bridges of friendship, understanding, justice and trust.
