Executive Governing Board
The Executive Governing Board is responsible for setting the overall strategic direction of the Association and overseeing its operations. The Board includes state and local chief executives who serve in leadership roles on the Association’s Councils as well as appointed members from other sectors, including businesses and non-profit organizations. Board members bring expertise both from within the field of human services as well as in key areas relevant to the effective operations of the Association such as fund and business development, non-profit governance and operations, finances, and public relations. Core responsibilities of the Executive Governing Board include approving association-wide priorities and objectives, establishing appropriate association-level policies, hiring and overseeing the CEO and President, and oversight of finances.
The Leadership Council is responsible for setting and overseeing implementation of the Association’s policy and practice agenda per the Executive Governing Board’s strategic direction. The Chair of the Leadership Council is elected by that body; he or she also serves on the Executive Governing Board. The Leadership Council includes eleven State CEOs, five Local CEOs, and nine Affinity representatives from each APHSA affinity group, designated by the respective Affinity Executive Committee. All members of the Leadership Council are members of the Association. The Leadership Council is the overall policy-making body of the Association under the strategic direction of the Board. Core responsibilities of the Leadership Council include coordinating transformation efforts across all APHSA affinity groups and peer councils while drawing on insights of volunteer leaders across the health and human services spectrum. Issues impacting multiple program areas go before the Leadership Council for approval.
The State CEO Council provides a forum for governor appointed human service leaders to exchange knowledge and experiences. The State CEO Council plays a lead role in advancing APHSA’s national policy and practice agenda and holds annual retreats as well as informal gatherings at major APHSA events. All state CEOs are members of the State CEO Council.
The Local Council promotes professional interests of local human service chief executives. The Council is led by the National Council of Local Human Services Administrators Executive Committee, with all dues paying Localities as members. The Council contributes to and advances APHSA’s national policy and practice agenda,generates ground-level examples and demonstrations of effective or transformative practice and impact, and holds an annual meeting or retreat as well as informal gatherings at major APHSA events.
The Affinity Council serves as the coordinating entity within the APHSA structure for advancing the mutual commitments set out in the APHSA-Affinity charters. The Affinity Council builds cross affinity group connections and relationships and identifies ways to better leverage APHSA resources and ensure consistency in operations.
Each APHSA Affinity Group also has its own Executive Committee. The Affinity Executive Committees lead the groups in promoting the exchange of experience and knowledge among agencies within their respective professional discipline. This includes planning program content for national conferences, as well as development of guidance and toolkits, and other means of sharing best practices. The committees also provide input on regulations and legislation specific to the affinity group’s professional discipline. The Affinity Executive Committees works with the APHSA Executive Governing Board and staff to develop annual goals, conference budgets, and expected contributions to the larger human services community. Composition of the executive committee is established by each respective affinity group through its Bylaws that must be consistent with the APHSA Bylaws.
