Antonette Russel

Chief Human Resource Officer

Antonette Russell is the Chief Human Resource Officer for the American Public Human Services Association (APHSA). Leading human resource functions, implementing internal operation projects, and building a positive and effective workplace culture are some of her expertise. During her career, she has leveraged technology, people, finance, and operations to build and maintain a workplace of excellence.

Prior to APHSA, she was Director of HR and Operations at a start-up digital and marketing company. Antonette also held leadership positions at Meals on Wheels America, DC Central Kitchen, and DC Vote.

As a strategic HR business partner at APHSA, she is responsible for managing an integrated human resource system, compliance, benefits, policies, and IT. She is passionate about promoting a culture of equity, diversity, and inclusion, high performance, and job satisfaction among all employees.

She earned her MPA in Public Policy and MBA in Finance from Regent University, a BS from Hampton University and the SHRM-SCP.
