Emily Adams

Policy Associate, Child Care and Early Childhood Programs


Emily J. Adams is the Policy Associate for Child Development and Early Childhood Programs at the American Public Human Services Association (APHSA). In her role she supports National Association of State Child Care Administrators (NASCCA).

In her previous work she has served as a Subject Matter Expert on child development, program implementation, and supporting both direct service and training and technical assistance staff who work with pregnant women, infants, toddlers, preschoolers and their families. She has worked at various National Centers including the National Center on Parent, Family and Community Engagement (PFCE), the National Center on Early Childhood Development, Teaching, and Learning (NCECDTL), and the Early Head Start National Resource Center (EHSNRC). She has created and disseminated training materials for Head Start, Early Head Start, Migrant and Seasonal Head Start, and child care programs serving pregnant women, infants, toddlers, and their families. She has worked as a consultant on state level strategic planning for child care and national policy briefs.

Emily is a Buell Early Childhood Leadership Program alumna and was named an Exceptional Emerging Leader by the Exchange Leadership Initiative. She holds a Master of Arts degree in early childhood education and was recognized with the “Outstanding Graduate” award of her program at the University of Colorado-Denver.
