Antonette E. Russell is the Chief Human Resources Officer at the American Public Human Services Association (APHSA). In her role, she effectively provides day-to-day leadership and management, focusing on developing a strong human resources strategy, optimizing operations, and leveraging information technology to improve efficiency. With her financial management experience, she ensures sustainable budgeting and resource allocation. Antonette is passionate about implementing strategies for attracting, recruiting, developing, and retaining personnel who foster a positive workplace culture.

Before joining APHSA, Antonette’s diverse work experience spanned multiple organizations and roles. She oversaw various HR functions as the Director of HR and Operations at Rising Tide Interactive. She served as the Director of HR and Administration at Meals on Wheels America, managing HR administration and supporting financial operations. Prior to that, Antonette was the Director of Administration at DC Central Kitchen, directing facility and office management, inventory control, vendor relationships, and IT management.

Antonette holds a Bachelor of Science (BS) degree in English Arts from Hampton University. She pursued a Master of Public Administration (MPA) degree in Public Leadership and Management and a Master of Business Administration (MBA) degree with a specialization in Finance from Regent University. Antonette is a member of the SHRM Executive Network and holds the SHRM-SCP designation, denoting her expertise in human resource management.
