Brandy Whisman

Senior Associate, Membership & Policy

Brandy Whisman brings more than 15 years of experience partnering with state and local agencies to strengthen public human services policy and practice in her role as Senior Policy Associate. She manages cross-cutting projects and implements key initiatives aligned with APHSA’s mission and member priorities, while providing direct support to members. Brandy collaborates closely with federal, state, and local partners, APHSA staff, and community organizations to advance shared goal and ensure high-quality, member-driven service delivery.

Before joining APHSA, Brandy served as a Policy Analyst at the Council of State Governments, where she led the Medicaid Policy Academy, supported multistate learning through the Healthy States and Future of Work National Task Forces, and first-chaired the Shared State Legislation Committee. Her work has consistently focused on helping states learn from one another and navigate complex policy challenges with confidence.

Brandy earned a Juris Doctor from the University of the District of Columbia David A. Clarke School of Law and a Bachelor of Arts from Berea College. She is also a certified Project Management Professional (PMP®).
