PHSA 2026 Awards—Recognize your colleagues!

Each year, APHSA honors individuals who demonstrate excellence, innovation, and leadership in public human services law with the following awards:

  • Emerging Excellence Award — This award is presented to a public human services attorney who is actively involved in developing and/or supporting improved legislation, public policy, and practices that enhance the administration of human services programs.
  • Beacon of Service Award—This award is presented to an individual who has made significant contributions to improving legal and policy practices related to the administration of human services programs.

The Public Human Services Attorneys (PHSA) Education Conference showcases innovative approaches to the design and delivery of state, county, and city human services at the intersection of legal compliance, policy, and practice.
