Emily Rakes (she/her) is a Policy Coordinator at the American Public Human Services Association (APHSA), supporting cross-cutting policy efforts across Child & Family Well-Being and Social & Economic Mobility programs. In her role, Emily will contribute to legislative and regulatory analysis, support peer learning communities, and support the planning and execution of policy convenings, webinars, and member engagement activities.
Emily brings experience in mixed-methods research, technical assistance, and policy translation for federal and state human services programs. Prior to joining APHSA, she served as an Analyst at ICF, where she supported initiatives on behalf of agencies such as the Administration for Children and Families, U.S. Department of Labor, and USDA’s Food and Nutrition Service.
Emily holds a Bachelor of Arts in Public Policy and Philosophy from the University of North Carolina at Chapel Hill.
In her spare time, Emily enjoys running, backcountry hiking, baking pastries, and karaoke nights!
