Lynnea Kaufman is the Associate Director of the National Electronic Interstate Compact Enterprise (NEICE) at the American Public Human Services Association (APHSA). In this role, she supports states in onboarding NEICE and assists in managing the program.

Before joining APHSA, Lynnea dedicated 33 years to the Kansas Department for Children and Families (DCF). Her career at Kansas DCF included roles as a Child Protective Services (CPS) social worker, social work supervisor, and Assessment and Prevention (CPS) program manager. In these positions, she was responsible for writing child welfare policy, providing training, and supporting the CPS program statewide.

She later served as the Assessment and Prevention Administrator and the Interstate Compact for the Placement of Children (ICPC) Compact Administrator. Lynnea was instrumental in performance improvement, securing grants, training staff, implementing new initiatives, and developing policies and procedures to support best practices in child welfare.

Lynnea holds a Bachelor of Social Work from the University of Kansas in Lawrence.
