Michelle Joyner

Assistant Director, Policy

Michelle Joyner is the Assistant Director of Policy at APHSA, where she leads the association’s economic mobility portfolio and supports state and local agencies in their efforts to improve outcomes for individuals and families nationwide. Her work spans SNAP, SNAP Employment & Training, Summer EBT, TANF, and related programs.

Before joining APHSA, Michelle served as State Director of SNAP & EBT at the Tennessee Department of Human Services. Earlier, she served as a policy advisor to the department’s leadership, supporting initiatives across programs including SNAP, TANF, workforce development, vocational rehabilitation, and childcare. Prior to entering state service, she held roles in nonprofit program management and fund development.

Michelle holds an MEd in Nonprofit Leadership from Belmont University and a BS in Sociology from Old Dominion University.

In her free time, she enjoys traveling, spending time outdoors hiking and biking, and curling up with a good book.
