The annual Economic Mobility & Well-Being Conference will bring together opportunities to advance solutions within and across the public and for-profit sectors. The EMWB conference is jointly hosted by three APHSA affinity groups: the American Association of SNAP Directors (AASD), the National Association for Program Information and Performance Measurement (NAPIPM), and the National Association of State TANF Administrators (NASTA). This conference brings together those committed to providing and improving human services programs.

The 2026 EMWB Planning Committee is seeking proposals and presentations relevant to current topics and priorities across the broad sector of human services. The content for this conference will be organized around the following tracks:

Improving SNAP Payment Accuracy, Quality Control, and Program Integrity

Examines approaches to enhancing payment accuracy through quality control and assurance, case review, and operational improvements. Sessions should explore improving SNAP QC completion rates, the relationship between QC findings and payment error rates, strategies to strengthen program integrity, and ways to recognize and address bias within quality control and oversight processes.

Implementing SNAP Work Requirements and Employment Supports

Focuses on implementing and aligning work requirements across SNAP and other programs including new Medicaid community engagement requirements. Sessions should highlight strategies that support compliance, reduce administrative complexity, and connect individuals to employment services, training, and career pathways.

Strengthening Families and Communities Through TANF and Human Services

Highlights how TANF and other human services programs can strengthen families and communities while increasing community and social impact. Sessions should explore cross-system coordination, partnerships with community-based organizations, and approaches that center the experiences and voices of program participants to improve outcomes.

Modernizing Benefits Delivery to Expand Access and Improve Outcomes

Centers on modernizing benefits delivery systems to improve access for eligible individuals and enhance program performance. Sessions should include eligibility and EBT modernization, streamlining and simplification, reducing administrative burden, and improving access to nutrition and health supports that promote well-being.

Advancing Innovation, Waivers, and Program Design

Showcases innovative policy approaches, demonstrations, and waivers agencies are using to test new ideas and improve program design. Sessions should include nutrition-related waivers, operational innovations, simplification efforts, and strategies to strengthen integrity, efficiency, and program outcomes.
