The PHSA Education Conference brings together human services attorneys from across the field to connect, collaborate, and learn from one another. Human services law covers a diverse range of practice areas. Topics may include Medicaid, child welfare, family services, SNAP/TANF, public health, mental health, intellectual and developmental disabilities, corrections and justice-based programming, and other related areas.

Guided by this year’s theme Achieving New Heights: Guidance for the Ever-Changing Legal Landscape of Human Services Law, the 2026 PHSA Education Conference Planning Committee is seeking presenters on any of these topic areas, as well as related and emerging subjects such as artificial intelligence, data sharing, innovative program design, and the development of legal standards and practice. We encourage creativity and welcome a variety of formats—hot-topic sessions, cutting-edge or experimental ideas, niche subjects, roundtables, discussion-based forums, and skill- or learning-focused presentations.
