Adrian Saldaña, MPA

Implementation Manager

Adrian Saldaña serves on the Impact & Innovation team as Implementation Manager, partnering with members to advance organizational transformation and systems modernization efforts. He brings more than 23 years of experience across nonprofit and public human services, with a background that includes direct service, workforce development, performance measurement, and enterprise change initiatives.

Prior to joining APHSA, Adrian spent six years at New York City’s Administration for Children’s Services (ACS), where he supported agency-wide improvement efforts impacting one of the nation’s largest child welfare systems. At the ACS Workforce Institute, he contributed to training evaluation and continuous quality improvement strategies designed to enhance frontline practice and leadership effectiveness. He also supported implementation of the Family First Prevention Services Act (FFPSA) within the Division of Family Permanency Services, helping align policy, practice, and cross-functional teams to meet federal requirements and strengthen prevention-focused service delivery.

Earlier in his career, Adrian contributed to organizational change efforts at the United Nations, the National Harm Reduction Coalition, and Henry Street Settlement. He began his work in human services providing counseling and case management to homeless and street-involved youth at Safe Horizon, grounding his systems-level leadership in direct practice experience.

Adrian holds a Master of Public Administration from the NYU Robert F. Wagner Graduate School of Public Service, and currently lives in Los Angeles, CA.
