Phil Basso

Director, Organizational Effectiveness (OE)

Phil Basso has served in various progressive roles with the American Public Human Services Association (APHSA), recently returning to his roots leading the association’s Organizational Effectiveness (OE) consulting practice, which he founded upon his arrival in 2003.

Phil has consulted to countless state and local government agencies around the US and is widely published in the human services and organizational improvement fields. OE has been formally evaluated, with strong linkages found between using its tools and facilitation methods, sustaining organizational changes, and improving organizational functioning, service, and impact.

Since 2012, OE has been helping state and local agencies understand and apply the Human Services Value Curve at all levels and within all functions. In 2014, APHSA and OE began a relationship with the Kresge Foundation that has blossomed into a robust effort towards community partners joining together to improve social and economic mobility through an applied race equity lens.

Before APHSA, Phil worked for 15 years in various Human Resources and general management roles for Global Fortune 500 companies, including Citigroup’s investment bank and leasing divisions, the Frito Lay division of PepsiCo, and the LexisNexis division of Reed Elsevier.

Phil earned his BA in Sociology from State University of New York at Binghamton, his Master of Industrial and Labor Relations from Cornell University, and was a doctoral candidate in Educational Planning, Policy, and Leadership at The College of William and Mary before joining APHSA. Phil enjoys his family time with Rose, Karl, and their kittens, Indy and Della.
