Kristen Torres

American Public Human Services Association (APHSA)

Kristen is a Child Welfare Policy Fellow with the American Public Human Services Association (APHSA) where she leads an initiative within APHSA’s collaborative centers to elevate and advance best practices for a range of key topic areas critical for older youth in and aging out of foster care.

Prior to joining APHSA, Kristen served as the Senior Policy Advisor for Immigration and Child Welfare at First Focus on Children where she led the cross-sector federal policy work for migrant children, the domestic foster care system and issues related to preventing child abuse and neglect. Kristen also served as the Assistant Director for the State Policy Advocacy & Reform Center (SPARC), a coalition of state child welfare policy advocates.

Kristen earned her Master’s degree in Social Work from the University of Alabama.
